支援物資 Relief supplies

ツイッターでコンタクトしたレントラ便さん、http://www.rentora.com/から運搬支援が可能かもしれないとお返事いただき、さっそく今日正式に電話で依頼しました。
我孫子から石巻へ2トン車で支援物資運搬をしてくれるということ!!ドライバー付きで。
ビックリしました。無料で支援してくれるんですよ!本当にありがたい。
何とかして、東北を支援したい。実際に現地へ飛んで行き、応援したい。
同じ気持ちでいてくれる人たちが、こんなにもたくさんいてくれて、本当に嬉しい。

あとは、スタッフ用のバン(7〜8人)をどこかで調達するのみ。
レンタカー会社に明日支援依頼してみます。ダメならレンタルがある!

最近mixiを通して、在宅避難されている石巻市のママたちから連絡がいただけるようになりました。本音で必要物資のリクエストをもらいたい。必要ないものは持って行きたくないですからね。

でも誰もが同じこと言う。
「家は流されていない在宅避難の身で、支援して欲しいなんて言ってもいいんですか?」

在宅避難されていた方々が、震災当初、配給された物資が何かご存知ですか?

4人家族が実際にもらえたもの:−

1. 賞味期限の1日切れたおにぎり1つ
2. カップラーメン1つ、食パン2袋
3. 水1Lが1本

それからサイズの合わないオムツとミルクも一度だけ。

こういう対応を目の当たりにして、「家があるんだから、あとは自力で生活して行け」って言われているのと同然だと思い、なかなか物資をもらいに行くことができなかったそうです。

在宅避難の方々は、だからなかなか声を出さないでいたのですね。。。

わたしはそういう方々を支援していきたいです。その声ドンドン聞きたいです。

毎回支援物資の内容が変わってきます。時間が経つと必要なものも変わって来る。それは当然なこと。そしてそれにできる限り対応していきたいと思っています。

今回の支援物資リクエストは以下。

まな板、料理ばさみ、洗濯板、洗濯桶、キャリーバック、弁当箱、サンダル、電化製品、自転車、肌着、汗ふきシート、バスタオル、ワイヤーハンガー、リュック、カッパ、かさ、懐中電灯、夏物服(しみのないもの)、カセットコンロ

その他、mixi情報ではオムツやベビーグッズがリクエストとして出されています。

前回持っていけなかった古着、絵本はかなりあるので、仕分けして、必要であればまた連絡します。

ご協力お願いします。

Through Twitter, I tweeted @rentorabin, and I received a reply from the president of the firm who said it was "possible to support" us. So I rang him today and formally requested his help. He can deliver relief supplies from Abiko to Ishinomaki, including the driver (himself) even though he is in Shinagawa, Tokyo.

I was so surprised. He's going to support me? For free? I really, really appreciate it. I want to support Tohoku no matter what, and I just want get there in a hurry. I'm so happy to know there are so many people who have the same urge as me.

OK, my next mission is to find a van for our volunteers (seven to eight people). I will try rent-a-car companies tomorrow to see if we can get a special deal. If they say no, we'll have to rent something.

Recently, Ishinomaki mothers have contacted me through Mixi. I want to find out what they really want, directly from them. I don't want to take anything they don't need. But everybody said the same thing: "My house wasn't swept away in the tsunami. Is it really OK for me to ask for something?"

Here are the emergency goods the government supplied to householders. Can you guess? For four family members they have received ONCE since the earthquake:

1 rice bowl (one day past its sell-by date)
1 cup ramen noodle
2 six-slice loaves of bread
1 bottle of water (1 litre)

Oh, and also one packet of wrong-size nappies, and powder milk.

Once.

Looking at this meagre relief, the householders got the message that "You have a house, you get on with your life yourself. No scroungers here please."

This is the reason they didn't go to city hall to try to receive any help. This is why they didn't speak up. They didn't think anybody was listening to them.

But I'm listening. Hard. I want to support these people.

What people need changes over time, so we have to be flexible to their needs.

Here's another request from other householders: Wire hangers, backpacks, raincoats, umbrellas, a chopping board, kitchen scissors, a washboard, a washing up bowl, a carry bag, a lunch box, sandals, electric appliances, bicycles, under garments, body wet wipes, torches and bath towels, summer clothes (second hand OK - but please no stains) nappies and baby goods.

I will check out if things we couldn't take last time - some clothes and picture books - are still needed.

Editor's note (this bit is not in the Japanese above) many people didn't lose their houses, but may be living in just the upstairs, unable to use the kitchen or bathroom (which is invariably on the ground floor); others have lost their car and have no way to get to work; still others will be providing for extended family who have lost all. But in the eyes of the government, these people have no need of assistance).

6月4日 石巻に向かいます To Ishinomaki June 4th

石巻ボランティアスタッフ『保健室のあねさんたち』とフリマ・カフェ第二弾を6月5日に行うことが決まりました。その日に合わせて、bikesforjapanからも自転車を配達してもらう方向でいます。

今現在、一緒に行ってくれるボランティアスタッフと物資を運ぶトラック(2〜3トン車)と運転手、スタッフ用の車を探しています。どこか支援してくれる会社があれば、是非お願いしたいと思っています。

We've arranged a second mission to Ishinomaki leaving June 4th from Abiko to meet with the primary school teacher volunteers in Ishinomaki for another flea market and cafe for tsunami survivors on June 5th. We will also be receiving bikes from Bikes for Japan at the same time.

Currently, I'm looking for volunteer staff members and a two to three ton truck with driver, and a mini-van for the volunteers. If there are any companies happy to support us, feel free to contact us!

bikes for japan が協力してくれる

今朝、baikesforjapanのスタッフと連絡とれました。
お互いに協力して、石巻へ自転車を持って行けるようです。

支援金不足でトラック代、ガソリン代等自己負担されているそうです。これからも長く続けて支援活動ができるように、どうか皆さん、ご支援してください。よろしくお願いします。

I've spoken to staff members of Bikes for Japan. Sounds like we can cooperate together and bring some bikes to Ishinoimaki. Details to be confirmed.

First of all, please look at their website. They have nearly run out of donations, so they are paying truck rental fees and petrol expenses out of their own pockets. Please support them so they can continue their great work for a long time.

The best way to get bikes to Ishinomaki 自転車支援の最良策

一日中自転車支援について考えてる。
石巻へ一緒に行ったスタッフと打ち合わせをし、意見交換。

現地ボランティア先生と連絡をとり、今日(日曜日)も彼女は石巻で自転車支援の活動をしている。

我孫子市から石巻市へ自転車300台が行くことが決定。
それがそのまま市民一人一人に渡る訳ではないのが現状。

一度に何百の自転車を正確に、しかも早く運搬できるのは、やっぱり市から市。
どんなにボランティアががんばっても、それには敵わないと思う。

だから石巻市が市民にドンドン渡して行くのが、やっぱり最良策だよね。
たとえそれが貸出しという名目であろうと、今すぐ必要としている人に自転車が渡るのであれば、それでもいいじゃん?

日本のお役所のやり方を変えるように働きかけるのは不可能かもしれないけど、
こんな緊急事態だから。
ドンドン自転車を石巻に送って、どんどん配ってもらおうよ。

分配ボランティアスタッフなんて、きっと直ぐに見つかるんだから。
わたしももちろん分配に行きます。

I've been thinking about bicycles all day. Lat night, I brainstormed with the Abiko volunteers I went up to Ishinomaki with last week. I also contacted a volunteer who lives one hour from Ishinomaki. She's a teacher but even today on Sunday she drove in and was dealing with the bicycle issue with city hall and politicians.

Three hundred bicycles are coming from Abiko to Ishinomaki. That's deifinite.

But that doesn't mean those bicycles will go to individuals. That's the current situation. Being able to transfer bicycles quickly and accurately really has to be done by city government. Even if volunteers try hard, we can't beat what they can do. So the best way is that Ishinomaki City provides bicycles to each and every person who needs a bicycle, one after another. Even though city hall is only "renting out" the bicycles, still it is OK because at least desperate people can receive a bike right now.

Under normal circumstances, it would be impossible to ask a Japanese public official to change their official procedures. But these are not normal circumstances. The city should release bicycles to individuals right now.

I'm sure we can find volunteers to help provide bicycles quickly. I will be one of them too.

自転車 Bicycles

石巻へ行く前に、我孫子の災害対策本部にて自転車を支援してくれないかと聞きに行った時、石巻の行政からの要請がないことには我孫子市としても動けないと言われ、石巻行政の自転車支援窓口の人の名刺をもらって来るように言われた。

今後、何とかして我孫子市役所から放置自転車等を支援してもらうためにも、その要請窓口を探しに、石巻市役所へ向かった。

5月3日の祝日でも、市役所はもちろんあいていた。数え切れない数の被災者が書類を片手に待っていた。その一報で○○県と胸に書かれた支援職員も数え切れない程いた。

「是非、我孫子市から自転車を何百台も支援したいので、市から市への要請をお願いします。」と伝えた。

その返事は何だったと思う?

「在庫を確保しているので、現在他県からの自転車支援はお断りしています」
その言葉が信じられなかった。
確保している? 支援お断り?えっ?どういう意味?

何で確保しているなら、必要な人に渡らないんですか?
倉庫に保管しているだけでどうする気ですか?
またまたたくさんの疑問。

市役所側の見解、「個人への譲渡はしておりません。自治会や避難所団体から要請があれば、自転車提供を検討しています」

ってことは、要請しなければ、市役所の倉庫に山積みになっているってこと??

家を流され、未だに家族を捜して避難所回りしている人や、自宅の一階が住める状態じゃないけど、何とか行きている状態の人たちが、自治会のみんな集めて、
「さあ自転車もらいにいきましょう!」なんて時間あると思いますか?
被災者にそんな時間もなければ、余力だってないんじゃないですか?


我孫子に戻り、我孫子の放置自転車の件を知人を通して、政治家に確認してもらう。

「放置自転車は市の所有物。無闇に個人の手に渡すことはできない。」
それが答えか。

石巻市の要請があれば、我孫子市から出せることは出せる。

今日(5月6日)石巻市役所に電話した。
たった一度、たった一人の職員との会話で決めつけては行けない。もう一度かけあったみようと再度チャレンジ。

自転車支援を取り扱っているのは、産業戦略課でした。

4人目につなげてもらって、やっとやっと話が通じる人が出てくれた。

「日曜祭日は特に、他県からのスタッフで溢れていて、きちんとした情報がお渡しできないことがあります。申し訳ありませんでした。 自転車支援をお断りしているのではなく、いただく支援物資を保管する場所がいっぱいになった時に限り、支援受付をストップさせていただいております。

現在運動公園を支援物資の保管場所として利用しており、他の広いスペースは避難所となっているため、石巻市内では、被害が大きすぎて、その運動公園以外、物資を保管する場所が無いのが現状です。

スペースが空き次第、自転車のご支援は是非お願いしたいと思っております。しかし、市から個人への自転車の提供に関しては致しかねます。自治体、避難所単位での要請に基づいて提供する以外はできません。」

ってことでした。 そうやってきちんと説明して頂くと、私も腹を立てず落ち着いて考えられるようになった。

「もし自転車の分配スタッフが足りないということなら、ボランティアをたくさん募ってお伺いすることも可能です。だから確保されている自転車を待っている被災者に開放してください。」と聞いてみた。そしてどうしても個人への提供ができないその理由も聞いてみた。

石巻市は最初の頃、避難所にこれも必要だろう、あれも必要だろう(自転車や洗濯機や乾燥機等)といろいろ集めて、持って行ったそうです。 でもその殆どが必要ないとして戻されたそうです。その戻されたものの受け入れ先を探すのもかなり大変だったとか。 そういうことが多々起きて、支援物資は『要請に基づいて配布する』と言うことに統一されたそうです。

その職員から詳しく聞くと、何となく説得力がありました。
なので、我孫子市から石巻市への自転車支援のルートをつなぎ、在庫が減ったら、我孫子市に要請してもらい、放置自転車等をリリースしてもらって、必ず自転車の在庫が石巻市にあるようにしておこうと考えました。それに関してはできますね。

フリマで住所を書いていかれた被災者へ、その他自転車を心待ちにしている被災者たちへの個人受け渡しの支援は別ルートで考えないといけないですね。

ここ数日、石巻在住の方、石巻でボランティア活動されている方々から、連絡がくるようになりました。

考えてみます。一番いい方法。他にも自転車支援しているボランティア団体がいるので、コラボもかんがえられる。

こうなったら、石巻市民全員が自転車を受けとるまでがんばろうか。
それが今の目標だ。

その際必要なことは、『きちんと整備されてから提供』してもらうこと。
もうボロボロだから、使わないから提供する・・・ではなく、使える状態だから、是非支援したいという気持ちで提供してもらうこと。

それがとても大切なことだとおもっています。


Before I went to Ishinomaki I talked to disaster management officials in Abiko to see if the city government could send bicycles to Ishinomaki. They said they couldn't do anything unless Ishinomaki asked them. So the Abiko disaster person asked me to swap his business card with the person in charge of bicycles in Ishinomaki.

I thought in the future I would have to ask Abiko to release its stockpile of abandoned bicycles so I had to go to Ishinomaki to get the ball rolling. May 3rd, when I was there, was a national holiday but the city hall was of course open. There were countless survivors there clutching paperwork, as well as lots of non-Miyagi civil servants with the name of their prefecture sewn on their chests.

"I want to bring a couple of hundred bicycles from Abiko City to Ishinmoaki, so can you make a request, city to city?"

Guess what the answer was...

"We have plenty of bicycles in stock. Therefore, we have to say no to any support from other prefectures."

I couldn't believe what she said.

You have bikes in stock? Don't need support? What do you mean? If you have stock, why aren't you providing it to people? Why are you keeping them in the warehouse. I had lots of questions.

According to the city, they don't provide bicycles to individuals. But, if there is a request from a leader of neighbourhood organisation or shelter, then they would consider releasing a bicycle.

Did that mean if people don't request, there will just be a pile of bicycles in the warehouse? You want requests from people whose houses have been swept away, who are still going from shelter to shelter searching for lost family members at each shelter, or people who manage to live in their own house, but can't use the kitchen or toilet because of flood damage. Are you saying these people have to gather together, elect a leader and then go to the city hall to ask for a bicycle? Do you think they have the time or energy for this?

A friend back in Abiko checked again with a local politician about abandoned bicycles. "Technically speaking, the bicycles belong to the city. City hall can't release any bicycles to individuals." That was the answer.

So, if Ishinomaki made a request, Abiko City could release the bicycles. Today (May 6) I rang Ishiomaki City because I thought I shouldn't write off the whole city government because of one person.

The Industrial Strategy Department is in charge of bicycles. After the fourth person, I finally talked to someone who knew about the bicycle situation. She said:

"Weekends and national holidays we do have lot of support staff from other prefectures. So, I have to apologise, we didn't give you proper information. There are some occasions when we can't give the right information. I apologise.
"We are not declining bicycle support. We are not saying no to receiving bicycle support, but the only time is when our warehouse is full of relief goods then we have to stop receiving support.
"At the moment, we are using Ishinomaki Exercise Park as the relief goods depot. All the spacious places are being used for shelters, so we don't have anywhere else to use. As soon as we get the space, we'll be delighted to receive bicycle support.
"However, the city can't provide bicycles directly to individuals - just neighbourhood organisations or shelters."

I told her: "If you don't have enough staff members to provide bicycles, then I can gather volunteers to support you, so please release the bicycles to the needy." I wanted to know why they couldn't provide to individuals. Apparently, straight after the disaster Ishinomaki City provided lots of stuff - bicycles, washing machines, dryers - but most of them came back to city hall and then it was difficult for city hall to find where those goods needed to go. It happened many times. So, they decided to officially provide relief goods only based on request.

It kind of made sense to me, listening to the lady on the phone.

We will find a way to get bicycles from Abiko to Ishinomaki. If there is less stock in Ishinomaki then they can request more bicycles from Abiko. We must make sure Ishinmaki always has stock. This we can do.

We have to find a better way to get bicycles to the survivors desperate for them (who left their addresses with us at the flea market). For the last two days, I've been building contacts with residents and volunteers in Ishinomaki. I'll find a solution. Possibly collaboration with another bicycle charity may be the answer.

OK, now let's not rest until every resident of Ishinomaki who wants a bicycle has one. That's my current goal. But of course, bicycles that are roadworthy. I don't want your cast-off bikes you are happy to see the back of. I want good quality bikes that have been donated because you want to support the survivors.

That is key, I think.
